According to reports close to the club, Rovers are awaiting international clearance before confirming details of the deal which will see the Saddlers lose a striker with eleven games of the season remaining.
30-year-old Gaffney has netted just one goal in twenty-two games for the Saddlers and has been out of the side since the EFL Trophy defeat to Portsmouth in early January.
