The 31-year-old is possibly best known for his five-year spell with Bristol Rovers, where he won back-to-back promotions to League One under recently-appointed Saddlers boss, Darrell Clarke.
Darrell Clarke spoke to club journalists and welcomed Stuart to the club, he said; "He’s a lad I know very, very well and he’s shared many a promotion with me. He’s the sort of personality and character we need to be bringing into the changing room.
"He knows how to get success out of League Two. Not only does he bring on-field ability, he’s a great lad and we need a bit of leadership in the changing room, more so this season.
"He ticks a lot of boxes and I’m delighted to have got him. He’s had plenty of offers on the table but I’m grateful he’s chosen to link up with myself and Walsall."
Born in Houghton Conquest, Sinclair came through the ranks at Luton Town and played for Cambridge City, Bedford, Dunstable and Arlesey before signing for Clarke’s Salisbury City in 2012.
The wholehearted, box-to-box midfielder featured prominently in the Whites’ 2012/13 Conference South promotion success and linked up with his former boss again at Bristol Rovers in June 2014.
Sinclair won the Conference Premier play-offs in his first season and played an influential role as the Pirates secured a second successive promotion in 2015/16.
He continued to feature regularly over the next three years as Rovers consolidated their third-tier status, making 162 appearances in total before leaving earlier this month.
